Instead of using air alone, transformers and capacitors use oil as an insulator. Insulating oil increases the breakdown voltage of the components and also dissipates heat during operation. It is important to keep the insulating oil free from contamination. Acids, moisture and other contaminants may decrease the resistance of the oil, reducing its efficiency.

Insulating oil that is saturated with contaminants can cause electrical currents to flow and go to places where they shouldn’t. This can cause serious problems in a transformer or capacitor. To test the reliability of insulating oil, a Doble oil test cell is used. This vessel has an oil test sample and a very high voltage is applied. The test voltage is slowly increased until the sample reaches electrical breakdown. If the breakdown voltage is lower than the baseline, then insulating oils needs to be replaced.
